Fan Control by Rem0o is a free Windows tool that reads every fan and pump header the motherboard exposes and lets you build curves against any temperature source: CPU, GPU, NVMe, VRM, water block, or a custom mix. Curves are graphical, hysteresis is a single slider, and the app writes profiles to disk so a new build can start from a known-good baseline.

Where it falls short: no ARM support; some obscure motherboards need a plugin from the community to expose all headers.

3. MSI Afterburner, best GPU tuning

MSI Afterburner is Nvidia and AMD GPU tuning as a portable installer. It undervolts, sets frequency curves, and clamps power targets. A modest undervolt of 50 to 100 mV usually loses under three percent of gaming performance and cuts GPU fan speed noticeably.

Where it falls short: development slowed after the Riva folks moved on; still works, still shipping small updates.

OpenRGB is a cross-vendor RGB controller that replaces the bundled RGB apps from every brand at once. 7. ThrottleStop, best Intel undervolt

ThrottleStop is a free Windows utility for Intel CPUs. It exposes VF-point undervolting, per-core temperature caps, and turbo-boost limits. A stable undervolt of 60 to 100 mV on a laptop or a small-form-factor build often drops peak temperature by 6 to 10 degrees and takes fan noise with it.

Where it falls short: undervolting requires manual stability testing; Intel disabled some undervolt paths on newer chipsets, so results vary.

How to pick the right one

If you install one tool from this list, install Fan Control. It fixes the noise problem for most desktops in an afternoon and does it without swapping any hardware.

If your build is loud even at idle, run HWiNFO for a minute and look for a stuck sensor or a runaway service. The answer is often “the SSD is at 75 degrees” or “one motherboard header is stuck at 100 percent PWM”.

If the noise only shows up during games, MSI Afterburner and a modest GPU undervolt are the shortest path. Pair with Fan Control curves for the case fans.

If the PC itself is quiet but the room is loud, NoiseCapture or SpectrumView decides whether it is worth spending money on new fans or on a new HVAC filter.

OpenRGB is a quality-of-life pick that removes the vendor bloat you probably do not want anyway.

ThrottleStop is only for Intel builds where a thermal cap is the missing piece; on AMD, skip it.

FAQ

Will these tools void my warranty?

Fan Control, HWiNFO, and Afterburner are all standard tools with millions of installs; using them does not void a warranty. Extreme undervolt or overclock settings that damage a component can. Stay near stock.

Can I run Fan Control and the motherboard’s own software together?

Not reliably. Disable the motherboard software (Aura, iCue, Fan Xpert) once Fan Control is set up. Two writers on the same fan header fight and the loudest wins.

Does silencing a PC hurt performance?

Well-tuned curves and modest undervolts cost a few percent of peak performance in exchange for major noise reduction. Aggressive limits cost more; measure to decide.

What about AMD undervolt?

Use PBO2 tuner in Ryzen Master or the newer BIOS-level curves. ThrottleStop is Intel-only.

Is the noise really about fans or about coil whine?

SpectrumView answers that in ten seconds. Coil whine is a narrow high-frequency peak; fan noise is broadband and low.
